As a note of clarification: for 2013-C, 17/31 voters were in favour of amendment 1 and likewise for amendment 2. Meanwhile, 16/31 voters were in favour of 2013-C if amendment 1 passed and the same 16 were in favour of 2013-C if amendment 2 passed. Therefore, under the harshest interpretation, 2013-C passes.
