Question: Is the FIDE World Championship Challenger system working?

Facts:

1. WCC match set for May 10 - 31 in Moscow, Russia;
2. Champion - Viswanathan Anand ( India ) - only # 4 in the world - 2799;
3. Challenger - Boris Gelfand ( Israel ) - not even in the top 20 in the world ( is # 22 - 2727 );
4. Both born BEFORE 1970: Anand - 1969; Gelfand - 1968
5. The top three in the world are over 2800, and are NOT playing: Magnus Carlsen ( Norway ) - 2835; Levon Aronian ( Armenia ) - 2820; Vladimir Kramnik ( Russia ), 14th world champion - 2801.
6. The other top 9 in the world is dominated by youth, who are NOT playing ( at least 10 years younger - born after 1980 ):
#1 - Carlsen: born 1990;
#2 - Aronian: born 1982;
#5 - Teimour Radjabov ( Azerbaijan ): born 1987;
#6 - Hikaru Nakamura ( USA ): born 1987;
#7 - Fabiano Caruana ( Italy ): born 1992;
#8 - Sergey Karjakin ( Russia ): born 1990.
7. The next World Championship Match is Nov. 6 - 26, 2013.

What do you think? - has FIDE's system come up with the right Challenger for next month's WCC match??

If you agree that FIDE's system for determining a WCC " Challenger " is " broken ", what is wrong with it? What would you propose?

CFC NB Governor, Ken Craft, on the CCC FB discussion group " CCC - Chess Posts of Interest ", suggested the old system of interzonal tournaments, and then Candidates' Matches is better than the current system for determining a WCC Challenger.
