In case of a tie for first, yes.
Tiebreak for the IM and FM titles to be awarded will be by FIDE rules, which is Avg. of Opponents Ratings.

Interesting point I discovered today while researching other things on the FIDE site... you can get a norm in this event for IM even if you don't play enough IMs to normally qualify - a 2451 performance rating gets you the norm. AND it counts as a 13 game norm, even though we only have 9 rounds.
